debhelper commands should avoid relying on things that might be set up
by other debhelper commands run previously. One such thing, is the
debian/$package build directory itself. While typically a rules file
will run dh_installdirs or other programs that create it prior to
dh_pysupport, this is not necessarily always done, and then it fails:

   dh_pysupport
dh_pysupport: This program is deprecated, you should use dh_python2 instead.

Usage: movemodules [options] [directory [...]]

movemodules: error: debian/pkgsel is not a directory.
dh_pysupport: /usr/share/python-support/private/movemodules debian/pkgsel 
returned exit code 2

Please either create the directory or skip doing anything when it's not
present.
