I found out in XFCE this can be changed in the XFCE Settings editor (xfce4-settings-editor). It's under xsettings -> Gtk -> CanChangeAccels. You can also be change the key theme in KeyThemeName, same section. It works for me. Since this is not obvious, and goes against what is said in the FAQ, could you please add a note to README.Debian pointing out how to store these settings with GNOME (dconf-editor) and XFCE (xfce4-settings-editor) including the relevant sections?
