ia32-libs should change - zlib should be removed from it with a
transitional dependency added on lib32z1-dev. zlib should then add a
Replaces: against the appropriate version of ia32-libs (and probably
update its build deps to reflect the new libc6 biarch packages while I'm
at it). If someone could give me a version number for the removal I can
upload a fixed zlib?

What's going on here is that now the standard toolchain is capable of
cross compiling the biarch packages we no longer need hacks like
ia32-libs. Instead the relevant packages should build biarch versions
of their libraries, reducing the stress levels of the security team if
nothing else.
