Yes. It looks like your code to handle Uploaders and Maintainers simple relies on a hash that is built from the contents of the changes field. The changes field in one .changes file I check also had Changed-By: set. I built with svn-buildpackage, but I don't have enough debian foo to know if Changed-By is a standard heading in a .changes file.
