The most important is to try the same with different _kernel_.
When a process becomes unkillable, it is a kernel problem,
not userspace.

I can reassign this bugreport to kernel, but I don't feel it is
wise for now.

FWIW, qemu-user is a 100% userspace process, it does not ask
kernel for extra help like qemu-kvm does, instead, it uses
the same kernel facilities like every other process on the
system uses.  So when such a regular user process is stuck
in kernel and becomes unkillable, the only thing to blame
is the kernel.
