As the subject says: since popt switched to "3.0 (quilt)", there's no need
for a Build-Depends on quilt anymore.

(The context I found this in: my pbuildd project aims to bootstrap the
Debian archive from source packages and a minimal starting chroot.  popt
comes into the chain early due to:
debhelper Depends on man-db
man-db Build-Depends on pkg-config
pkg-config Build-Depends on libpopt-dev
At this early stage, quilt is harder to bootstrap; so popt's extraneous
Build-Depends on quilt makes things harder than they need to be.)
