Thanks for your bug report! Since providing seamless postgresql integration
via dbconfig-common proved harder then expected and my patience and
interest has run out since a long time, future versions will likely
drop the -pgsql version of the package.
The "bandwidthd" version will instead be built with postgresql support
(and depend on pgsql client library) but no other configuration then
using bandwidthd "static" will be shipped. Letting those who want to
store their sensor information in postgresql set this up manually.

Hopefully this policy violation bug is not more urgent then I can
wait for the php/apache transitions to happen first and then
later work on all changes needed in bandwidthd in one go....
