The text on LILO and LoadLin is indeed crufty. I have simply removed all of 
that text, and briefly mentioned GRUB as an example of a boot loader.

I'm not sure what you mean with this piece. 
Documentation/kernel-parameters.txt is certainly alive and well in my 3.9
source tree...
