Sorry, I make a mistake! The file /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/javaws exists, but it depends of openjdk-7. This is the problem: in a system with openjdk-6, javaws should points to /usr/lib/jvm/java-6-openjdk-amd64/jre/bin/javaws, but it's poiting to /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/javaws.
