Setting LANG=C is not enough to reset locale to C. LANG can be
overridden by LC_MESSAGES or LC_ALL.
That would probably be a good lintian test, given the number of LANG=C
I see in /var/lib/dpkg/info.
I've filed #714706 against lintian.
I've fixed this one.
