`a <b_>`_ ... _b: http://example.com/ `a <b_>`_ is an inline reference to b_, which is an external reference to http://example.com/. The purpose of this concoction is to have a link while changing its anchor text. Example: `a link to <python_>`_. ... _python: http://www.python.org/ Which should produce "a link to http://www.python.org/".
