I would like to see init-system-helpers to be accepted into Ubuntu
main so that Ubuntu doesn't have to maintain a diff with the growing
number of packages using dh-systemd. See http://pad.lv/1199422

init-system-helpers build-depends on libmodule-install-perl which
depends on libmodule-scandeps-perl which depends on libprefork-perl.
All of those packages are currently in Ubuntu universe and would need
to go through https://wiki.ubuntu.com/MainInclusionProcess.

I didn't look at the code very much, but it looks like the perl module
could be replaced by a standard Makefile or even implemented in
debian/install or debian/rules.
