I agree with you that dependency handling is done as requested, in my case not via the configuration file (default) but via command line options: "--purge=never --purge-deps=never" However, this bug report is about sbuild *leaving* the schroot session open at the end of the package build. I believe that sbuild should automatically end the schroot session, session automatically created to build the package.
