Rather than a debconf option I would say some way to allow those settings be preserved, but I agree that something must be done. Having a debconf query at package install will add an extra question (really two) for a probably minor audience, but will annoy more people unless we give that question a low priority. I am more for allow setting a manual mode from select-{ispell,wordlist}-default, either with a runtime option or with a question from the script itself. That will not deal with upgrades from woody, but will preserve manual mode afterwards if selected. There are more things than symlinks involved in the setting of default ispell dict, and the better way to have all this joined together is to locally package such dict the Debian way.
