The problem is that nvidia-libopencl1 supports OpenCL 1.1, while all other support OpenCL 1.2. I could rebuild PyOpenCL for OpenCL 1.1 but it would prevent all users from using features present in OpenCL 1.2. Yes. libopencl1 just manages ICDs - nvidia-opencl-icd is responsible for running code on GPU.
