There is a certain trade-off to take. We consider some modules crucial
for a functioning web-server which shall be enabled on any site. The
alias module is one of them. These modules are documented in our
PACKAGING policy.

This is the same principle as Debian as a whole applies to essential
packages, such as dpkg and others. There is no need to express such
dependencies explicitly because it is assumed the condition is met on
any functioning system.
