Okay, then this is gdebis fault ;-) Since Apt is unable to resolve
local files (planned feature in future), the aptcc backend of
PackageKit relies on gdebi to do the work.
So this is essentially a gdebi issue, and will be fixed as soon as
gdebi is fixed.
