It seems kind of silly to have mke2fs say, "there are no backup
superblocks, the file system is too small".

So you're pedantically correct, but it's not clear it's worth it to
try to spell out every single corner case in the man page.  If you
want to suggest some wording that is better than what we currently
have in the man page, plesae feel free.
