Mmmmh, I don't know much about Puppet, but I can imagine the issue.
This seems to be a reasonable motivation to switch
to /etc/apt/preferences.d/apt-listbugs

I have already received this feature request, but without any
explanation of a compelling reason to do so (see the archived
bug #690785, which was closed in the absence of the requested
additional information).

about a transition strategy.
