I upgraded apt-utils to version 0.9.9.4 (from version 0.9.8.1) and apt-get did not require an upgrade also for libapt-inst1.5 to version 0.9.9.4. Therefore my version of this library remained at 0.9.7.7. apt-extracttemplates and apt-ftparchive still worked, but on every package produced the error: E: Could not open file descriptor -1 debconf: apt-extracttemplates failed: No such file or directory although the installs and ftp archives did complete with no error. I was able to trace this to the method: ExtractTar::StartGzip() () from /usr/lib/i386-linux-gnu/libapt-inst.so.1.5 Upgrading libapt-instl to version 0.9.9.4 fixed the problem.
