Running "dpkg-reconfigure -a" fails on every fresh installations of wheezy.

Error:

  # dpkg-reconfigure --all
  ... [removed gpg output] ...
  update-alternatives: using /usr/share/man/man7/bash-builtins.7.gz to
  provide /usr/share/man/man7/builtins.7.gz (builtins.7.gz) in auto mode
  [ ok ] Stopping periodic command scheduler: cron.
  [ ok ] Starting periodic command scheduler: cron.
  update-initramfs: deferring update (trigger activated)
  /usr/sbin/dpkg-reconfigure: initramfs-tools is broken or not fully installed

I have tried to build the system with Debian Installer (from official netinst
CD image) and from the command line with debootstrap.

Not sure if the bug is in debconf or initramfs-tools, but this bug makes
dpkg-reconfigure -a totally unusable.
