One thing almost making me not look closely at it, thought, was its recommending PHP. Looking closer at upstream documentation, it turns out PHP is used only for a "script that takes old Zenphoto URLs and translates them into the new ones, so that people with old links can still access the same photos." That sounds to like a rarely needed feature for Debian where that zenphoto tool isn't even available.
