If you use a "version 1" package option, for example:
$ cat sitest2.tex
\documentclass{article}
\usepackage[loctolang={DE:ngerman}]{siunitx}
\begin{document}
\num{.3e45}
\end{document}
you will get this:
$ pdflatex sitest2.tex
...
