I don't really know what that means.  What I can see in the source code
(at-spi2-core/bus/at-spi-bus-launcher.c) is this:

  name_owner_id = g_bus_own_name (G_BUS_TYPE_SESSION,
                                  "org.a11y.Bus",
                                  G_BUS_NAME_OWNER_FLAGS_ALLOW_REPLACEMENT,
                                  on_bus_acquired,
                                  on_name_acquired,
                                  on_name_lost,
                                  _global_app,
                                  NULL);

It does not explicitly run dbus-launch itself.
