It is true you cannot edit the exchange rate, but you can delete the wrong 
exchage rate and post it again as follows.

To post a new and hopefully correct exchange rate you will need to delete all 
the ar/ap transactions (not only payments) using the wrong exchange rate.
While deleting the last remaining transaction this will also delete the wrong 
exchange rate. Now you can add again the transactions and payments previously 
deleted. While adding the first transaction you can also add the correct 
exchange rate.

The reason for this is that if you could edit the exchange rate then all the 
accounting transactions using the edited exchange rate will need to be found 
and reposted again.This also will modify posted accounting transactions on 
the system.
