The radeon device is:
02:00.0 VGA compatible controller [0300]: Advanced Micro Devices, Inc.
[AMD/ATI] RV710/M92 [Mobility Radeon HD 4530/4570/545v] [1002:9553]
Can you try booting a 3.11 kernel with radeon.dpm=1 on the kernel
command line?
Aha. That is much, much better. 3.11 without radeon.dpm=1 behaves
the same as 3.10; 3.11 _with_ radeon.dpm=1 quiets everything down. I
don't know why it had not occurred to me it could be the fan for the
radeon, not the CPUs :(.
That being said, it seems like radeon.dpm=1 should be the default
behavior.
