I'm not that experienced in debian packaging (used to maintain tsclient, but that was some time ago, and it was abandoned upstream) and I find it better when the official packager keeps a look on backported packages.

For it to build, I had to : - remove 0007-Use-TIME_UTC_-macro.patch wich prevents build with libboost <=1.50. - remove the --use-system-v8 parameter : wheezy's libv8 is too old, the included one (3.12) must be used instead.
