It does not solve the problem; because of the issue described at
<https://wiki.ubuntu.com/MultiarchSpec#Dependencies_involving_Architecture:_all_packages>,
Architecture: all packages also need to be tagged Multi-Arch: foreign in
order to be usable as dependencies of foreign-architecture packages.
