As far as I can tell, all the efforts to add C# support to cc-mode are stalled. I suggest packaging one of the derived modes for the time being, since they exist and apparently work; it looks to me like this has been "something that would be nice to have in cc-mode" for years with little progress, so I won't be holding my breath waiting for it to go in.
