I've been having the same problem and tried a lot to fix it. Today however for 
some reason my X-server didn't want to play nice, forcing me to remove 
/etc/X11/xorg.conf. Additionally I set my default-desktop-manager to xfd (from 
gdm3). One of these steps fixed my problem. Therefore I think that it's either 
a result of both gdm and xdm (for me) that tried to resolve key-bindings, or 
X-server that assumed some bad things about the backlight control.
