Is your process 1 systemd, or sysvinit, or something else?
If you're using a non-systemd init, gdm 3.8 might be relying on
systemd's "kill the entire cgroup" behaviour to have these processes
killed correctly - which would still be a bug, but it's probably
relevant/useful information for fixing it.
