That, or distributing configuration from a central source that needs to
work with multiple versions of the package.

Um.  I suppose a comment suggesting using dpkg-reconfigure wouldn't be
out of place.  However, the notion that I'm doing it wrong if I edit the
file manually (or copy in one I got from a friend or my site admin) is
IMHO an unfriendly one.
