Depends on how one looks at it.  One might argue that the package has been
installed, and that the Flash Player can be installed by running
"update-flashplugin-nonfree --install" when network becomes available. I'm
afraid that if we would start with "half installed" now, that many confused
users would report RC bugs like "flashplugin-nonfree broke the packaging
system".
