In /etc/phpldapadmin/config.php (and may be in config.php.example)
there are lines:

Looks like uncommenting will force phpldapadmin to deny anonymous bind,
but you should set variable to false if you really want to deny it.
I think you should change the comment or the value to prevent
misunderstanding.
