Actually it turns out I have libc6-dev installed, and the problem is that /usr/lib/x86_64-linux-gnu/libc.so is a linker script instead of a dynamic library, you need to fix it in the app to use /usr/lib/x86_64-linux-gnu/libc.so.6 instead.
