Could you please try something, in /etc/pam.d/ delete the
gdm-launch-environment symlink and then create a file with the same
name with the following content:

#%PAM-1.0
auth    requisite       pam_nologin.so
auth    required        pam_permit.so
@include common-account
session required        pam_limits.so
session required        pam_env.so readenv=1
session required        pam_env.so readenv=1 envfile=/etc/default/locale
@include common-session
@include common-password


Then try to reboot the machine and then try if it's still happening
