The subject is plural while "the most *basic* package management tool" is singular. Besides, I'd say Debian's most basic package management tool is dpkg. I would suggest removing this sentence. By the way, one item reads:
apt-get offers a robust and stable package resolver which uses the common package state data.
I do not see the point of discussing common package state data here.
