1) Configuration
I did not figure out how to setup a strongswan connection within the Gnome3 Network Manager toolkit in the top right corner. I worked around this by using the classic "nm-connection-editor".

2) Startup
The connections initialization fails right away. However, when doing
sudo /usr/lib/ipsec/charon-nm
first in a terminal, everything works fine.
