It seems daft to go around making two (or perhaps three or more)
patches to every daemon when one patch to each daemon, and a couple of
compatibility modes in the init systems, would suffice.

There is no technical reason why systemd can't support raise(SIGSTOP)
and no technical reason why upstart can't support sd_notify.  I hereby
volunteer to implement support for sd_notify in upstart if it's
chosen.  It looks like it should take about an afternoon.
