You'd want Breaks: gnome-shell (<= 3.8) instead. Perhaps this should be included as part of the gnome-shell-extensions package instead? There's also the fact that gnome-shell extensions often break between each major release; if the upstream developer(s) for your package don't keep their extension updated, this package might not last very long in Debian.
