Excuse the ignorance if this suggestion winds up being not any
different from Ian's current proposal, due to the specifics of the
Condorcet method. But in case it is, it strikes me that coupling the
"multiple" vote with the "init" vote allows for more voting options,
and thus the potential for an unwanted outcome. Currently as I
understand it, the ballot has these choices: D, DM, U, UM, O, OM, V,
VM, FD. I would suggest factoring out the "M" choice into a separate
vote on the same ballot. I would thus propose the following vote:

Question A. Debian will use the following init system as the default
init on Linux:

D) systemd
U) upstart
O) openrc
V) sysvinit
FD) further discussion


Question B. Debian will allow alternative, non-default, init systems on Linux:

Y) yes
N) no

Question C. The decision of a simple majority GR decision will become
the TC's decision for questions A and B above.

Y) yes
N) no
FD) further discussion

Obviously the language of each question isn't as tight as it could be,
but the general suggestion here is that by splitting question A from
B, I believe we might mitigate some potential surprises...
