As owtap is more a debug tool than a real-use program, I think
I will add a "suggest" relationship. I do not wish to create
yet-another binary package in owfs (with only owtap) as there are
already lots of small packages from the same source package.
And I do not wish for force tcl/tk be installed in order to be
able to use owread/owwrite/...
If you (or other) have arguments about that, please, tell them
in this bug report.
