If we do that, then someone will complain that ntp now depends on perl, which they don't like for some reason or other. The alternative is to split out ntp-wait into a separate package, but that will create more overhead than simply depending on perl when required. I kind of doubt that calling ntp-wait in a postinst script is reasonable anyway.
