I must say as full honesty that I didn't review the debian/copyright 
file at all for 0.74, I plea guilty.

As for examples/dns.tcl, it is a fork of modules/dns/dns.tcl from the 
tcllib source [0]. I will include TCL's license paragraphs from 
src:tcllib in debian/copyright.

They _were_ before 0.74, this has changed with the following upstream 
commit, that I didn't see:
