You can write in the bug report. Send a mail to:
738...@bugs.debian.org
and ask for blktap to not be removed, specifying that you will take over
its maintenance, and why it's needed.

Hi,
I would like to maintain all the blktap packages family. The main reason
for keeping the packages is the integration of blktap with Archipelago
[0,1], a distributed storage layer. Archipelago is supported
out-of-the-box from:
1. Google Ganeti [2]
2. Synnefo Cloud Software [3]
I strongly believe that besides the above integration blktap is a handy
package for providing VHD-backed disks easily and a lot of people might
already use it. So I suggest to be the new maintainer of the packages
and try to sync the current source code with the one from Xapi project
[4]. This repository seems to be active enough and it has changes that
are not in the current Debian distribution.
If someone wants to step in to help, he/she is more than welcome.
