No idea if this is relevant, but: Ubuntu had for some time an additional build-dep on libssl-dev. (Cf. eg. https://bugs.launchpad.net/ubuntu/+source/libnet-ssh2-perl/+bug/1077819 ) There was also some discussion in Debian.
