There are multiple reasons for packages not migrating to testing.
Currently, AFAIK, the maintainer has no automated way of knowing this.

It would be good if an automated email is send whenever a migration is
stalled for some reason.

An example of the problem:

testing migration
excuses:

    105 days old (needed 10 days)
    out of date on kfreebsd-amd64: ioapps (from 1.4r2-2)
    out of date on kfreebsd-i386: ioapps (from 1.4r2-2)
    ioapps (source, i386, amd64, kfreebsd-amd64, kfreebsd-i386) has new
bugs!
    Updating ioapps introduces new bugs: #722922.
