I don't think we should do that. Udev rules should only use a limited subset of groups which are guaranteed to exist. netdev is no such case.
If you want to grant users access to /dev/rfkill, I would suggest using a dedicated rfkilld daemon which arbitrates access or use device ACL, i.e. tag the device with TAG+="uaccess" Incidentally, the later is done by gnome-bluetooth. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
