Possibly there is a weird interaction with the WM. No WM settings were given for the initial bug report. Clearly, I can set the size using the WM, but — oddly — only if I pass the option "-resizeable" to Xephyr — if not, the WM settings have no effect. With the TWM, the -screen option has no effect until I click on the resize button. Note that I did not have this problem with the previous version of xorg (fluxbox 1.3.5 is more than a year old and all was fine before). I will ask on the fluxbox list whether other people have the same issue.
