Hi

The undeclared file conflict between the new startpar package and 
sysvinit-utils (2.88dsf-51) breaks debootstrapping:

# debootstrap --arch=amd64 --variant=minbase sid /mnt/

which leads to

startpar 0.58-1

The new startpar package is pulled into the debootstrap run due to 
being "Priority: required", but neither startpart nor the package it 
aims to replace (sysvinit-utils) know about the file conflict via 
proper Conflicts/ Replaces.


This most likely affects cdebootstrap just as well, although I can't 
confirm that because of #737939.
